Procedures of import Lithium-Ion Battery

II. Import Procedures for Lithium Batteries

1. Import Regulations:

The process of importing lithium batteries is subject to strict regulations. According to Decree No. 69/2018/ND-CP, used technology products are not allowed to be imported. For lithium batteries, only 100% new ones are permitted for import.

For lithium batteries in handheld devices, such as mobile phones and laptops, compliance with the declaration of conformity according to Circular No. 2220/BTTTT-KHCN is mandatory.

For other types of lithium batteries, businesses only need to adhere to regular import procedures.

2. HS Code for Lithium Battery Products:

The HS code for lithium batteries will vary depending on the type and usage. Different HS codes will require corresponding import customs clearance policies. Here are some common HS codes used for lithium batteries:

  • 85076010: For batteries used in laptops, including notebooks and subnotebooks.

  • 85076020: For lithium batteries used in aircraft.

  • 85076090: For other types of lithium batteries.

3. Import Procedures for Lithium Batteries in Handheld Devices:

To import lithium batteries in this category, businesses need to carry out the conformity assessment for the product. Here is the detailed process for importing lithium batteries in handheld devices:

Step 1: Register the conformity assessment for the product.

Businesses register quality inspection for goods at the Telecommunications Department or the Inspection Department. Provide the necessary documents including contracts, invoices, packing lists, bill of lading, certificate of origin.

The company's dossier will be checked and approved. If it meets the standards, the company will submit a hard copy to the standards and measurements sub-department for signing and stamping. One copy is submitted to customs, and the business retains one copy.

Step 2: Complete customs declaration for importing lithium batteries.

Businesses fill in the electronic customs declaration form and prepare the set of documents, including the conformity assessment registration.

After the goods arrive, complete customs clearance procedures and transport the goods to the warehouse.

Step 3: Testing and conformity assessment.

Testing and conformity assessment are conducted at the testing centers designated by the Ministry of Information and Communications. The conformity assessment dossier includes:

(a) Evaluation form for compliance with Decree No. 74/2018/ND-CP

(b) A copy of the quality inspection registration for the batch of goods

(c) ICT seal sample for businesses importing for the first time or making changes to the seal sample

(d) Technical specifications documents of the product

Step 4: Submit the conformity assessment results and complete the batch.

After receiving the conformity assessment results, businesses submit a copy along with product images (in color, with hanging tags), stickers, and labels to the customs authority.

Importing lithium batteries on handheld devices is considered complete.

For other types of lithium batteries, only regular import procedures need to be followed, and reasons for rejection should be reported if the application is rejected.
