I. Current situation of instant noodle export
Instant noodles, also known as instant noodles (in the South) and shrimp noodles (in the North), are a type of food processed from cereal ingredients, usually in dry form. This product comes with seasoning packets such as soup powder, cooking oil, and other dried ingredients. These seasoning packets can be packaged separately or mixed with noodles, especially popular in cup noodles. The way to use is very simple, just add boiling water or you can even eat the noodles while they are still raw. The instant noodle production process includes going through a gelatinization stage before drying by frying or drying without oil.
Currently, instant noodles produced in Vietnam have been exported to many countries such as the US, UK, France, Germany, Netherlands, Sweden, Canada, etc. In order to access the global market, understanding the instant noodle export process is extremely important for businesses. H-Cargo International Logistics is proud to provide professional support services, providing comprehensive logistics solutions, helping businesses complete all instant noodle export procedures quickly and efficiently, from transportation to delivery of goods. We are committed to always accompanying businesses, expanding opportunities and enhancing brands in the international arena.

II. Instant noodle export procedures
1. Export politicians
Food plays a key role in directly affecting the health of consumers, so regulations on food import and export across borders and ports are often strictly established. This also applies to the export of instant noodles to international markets. To ensure compliance with regulations, you need to understand every detail in the circulars and related documents when conducting instant noodle export procedures.
Chapter 2 of Decision 10/2010/QD-TTg provides guidance on the certificate of free sale (CFS) for exported goods, including the necessary regulations. Although a CFS is not always required by customs, if the import partner requests it, businesses can still follow the instructions in this decision to ensure compliance.
Clause 1, Article 5 of Circular 39/2018/TT-BTC also provides detailed instructions on customs procedures for exported goods, helping businesses grasp the necessary steps to carry out this process smoothly.
Requirements for related documents (as requested by the importer):
Certificate of food safety (ATTP) qualified facility: To ensure that food safety and hygiene criteria are met, possessing this certificate is essential when exporting food, including instant noodles.
Certificate of free sale (CFS): Businesses need to equip themselves with a certificate of free sale to prove that their products are allowed to circulate in the importing country. This is an important document if requested by the importer.
Instant noodles are not on the list of prohibited import and export goods, so the export of this item can be carried out normally. Basically, the customs procedures for exporting instant noodles will be similar to those for other types of goods, just ensure compliance with regulations and complete related procedures.
2. HS code and export tax for instant noodles
The HS code is an important factor in completing export procedures for all types of goods. Determining this code correctly not only directly affects the import tax and value added tax (VAT), but is also related to applicable management regulations and trade policies. Therefore, businesses need to carefully consider characteristics such as raw materials, ingredients, technical features, and intended use of the product to choose the appropriate HS code.
Below is the HS code for instant noodles provided by H-Cargo Logistics, based on the 2025 import-export tax schedule, to support customers in the export process:
HS Code | Description of goods | Export tax (%) | VAT (%) |
190230 | - Other dough products: | ||
19023040 | - - Other instant noodles | 0 | 0 |
19023090 | - - Other | 0 | 0 |
3. Labeling regulations
Instant noodles packaging and labels must provide complete important information, including English and the language of the exporting or importing country. Necessary information includes:
Name and address of the manufacturer
Date of manufacture (NSX) and expiry date of the product
Origin of the product
Main ingredients of instant noodles
Other additional information (instructions for use, warnings, storage)
Providing this information on the packaging not only helps consumers better understand the product but also meets the requirements of transparency and compliance with regulations of the importing market.
4. Customs documents when carrying out procedures for exporting instant noodles
Since instant noodles are not on the list of goods subject to specialized management or requiring special licenses, businesses can carry out export procedures according to standard procedures.
The customs dossier for exporting instant noodles will be carried out according to the provisions of Clause 5, Article 1 of Circular 39/2018/TT-BTC, amended from Article 16 of Circular 38/2015/TT-BTC. The dossier to be prepared includes:
Customs declaration
Sales contract
Commercial invoice
Packing list
Booking Note
Other documents and licenses (if any)
Note: Enterprises should refer to the regulations and policies on goods management in the importing country to clearly understand the requirements for instant noodles. This helps to fully prepare the necessary documents, ensuring the export process goes smoothly.
Other additional documents may include (if requested by the importer):
Certificate of Origin (C/O):
A certificate of origin is not a mandatory requirement for customs clearance of goods, but it brings many benefits when trading with markets that have trade agreements with Vietnam. Although not required, buyers can request businesses to provide this certificate to enjoy import tax incentives.
For example, when exporting to ASEAN countries, businesses will use C/O form D; for the Chinese market, form E will be used, while the US market requires form B. Each market will have its own regulations on the appropriate type of certificate of origin.
Application for a Certificate of Origin (C/O) includes:
Bill of Lading
Commercial Invoice
Packing List
Export Customs Declaration
In addition, it is necessary to provide detailed information on the production process, production standards of the product, and the origin of raw materials (including import declaration, raw material purchase invoice, and purchase list) to verify the origin and production process of the goods.
Certificate of Free Sale (CFS):
A Certificate of Free Sale (CFS) is a document issued by a competent authority in the exporting country, confirming that the product or goods have been manufactured and are allowed to be circulated in the domestic market. For instant noodle exports, the process of applying for a CFS certificate is carried out in accordance with Decision 10/2010/QD-TTg, which regulates the issuance of certificates of free circulation for exported and imported products and goods.
Application for a Certificate of Free Circulation (CFS) includes:
Application for a CFS, stating clearly the name of the goods, HS code, product standard certificate number or registration number, technical standards (if any), compound composition (if any), and name of the importing country: 1 original, which can be written in Vietnamese or English.
Investment certificate or business registration certificate, enterprise registration certificate: 1 copy with the enterprise's stamp.
List of production facilities (if any), including the name, address of the production facility and items produced for export: 1 original.
Declaration of standards applicable to products, goods together with the form of expression on labels, packaging, or accompanying documents: 1 copy with the enterprise's confirmation stamp.

Health Certificate (HC):
Health Certificate, also known as Health Certificate (HC), is issued for instant noodle products at the request of organizations or individuals when exporting. Applying for a health certificate for this product complies with Circular 52/2015/TT-BYT, which regulates food safety inspection for imported foods and the process of granting health certificates for exported foods under the management of the Ministry of Health.
Application for a Health Certificate (HC) includes:
Application for HC according to the form specified in Appendix 08 attached to Circular 52/2015/TT-BYT.
Test results of each product in the export shipment, including indicators according to technical regulations (if the product has standards) or main safety and quality indicators (if the product does not have standards). Information must include item name, batch number, production date and expiry date. Test results must be issued by a designated, independent, or recognized testing laboratory (original or certified copy).
Product label sample (copy certified by the organization or individual).
Business registration certificate, certificate of food safety qualified facility (if necessary), or certificate of acceptance of conformity declaration or confirmation of compliance with food safety regulations (copy certified by the organization or individual).

III. Procedures for exporting instant noodles
Here is the procedure for exporting instant noodles summarized in 5 steps as follows:
Step 1: Prepare customs documents
First, the enterprise needs to prepare a complete set of customs documents as required, including important documents such as customs declarations, commercial invoices, list of goods, and other related documents as detailed by H-Cargo Logistics.
Step 2: Register for customs declaration
Next, the enterprise makes a customs declaration at the competent authority. This can be done at the Customs branch where the enterprise is headquartered or at the seaport, airport, or border gate where the goods are exported.
Step 3: Check and verify documents
The customs authority will check the declaration and documents in the export dossier. The inspection process is to ensure that the documents are in accordance with regulations and in accordance with the conditions for exporting goods.
Step 4: Customs classification
After inspection, the customs declaration will be classified according to the system: Green Channel (exempt from inspection), Yellow Channel (document inspection), or Red Channel (inspection of both documents and goods). This helps determine the level of inspection required for the shipment.
Step 5: Complete customs clearance
Finally, when the procedures are completed and all documents are submitted, the goods will be cleared and allowed to be exported. For products such as instant noodles, in addition to the requirements for customs documents, it is necessary to pay attention to certificates related to food hygiene and safety to ensure that the goods are exported smoothly.
IV. Some notes when doing procedures for exporting instant noodles
Correctly determine the HS code: Correctly determining the HS code is a key factor to help businesses avoid errors in customs declaration and import tax calculation. This also ensures that businesses comply with international trade regulations.
Prepare complete documents: Export dossiers must have all required documents, including customs declaration, commercial contract, commercial invoice, packing list, and other additional documents as required by the importing country. If necessary, businesses should prepare a certificate of free sale (CFS) and a health certificate (HC) if required.
Food safety certificate: For products such as instant noodles, a food safety certificate is required, issued by a competent authority as prescribed by the Ministry of Health. This is a mandatory requirement to ensure that the product is accepted and circulated in the international market.
Product labels and packaging: Packaging and labels must fully display information such as ingredients, origin, production date, and expiration date. This information must be clearly displayed in the language of the importing country and/or English.
Check import regulations carefully: Each country has its own regulations on food imports. Businesses need to carefully study the specific requirements of the importing country to prepare appropriate documents, from technical standards to quality certificates and tariff incentives.
